The Harmonised System (HS) is a globally standardised product classification system maintained by the World Customs Organisation (WCO). Every internationally traded product is assigned an HS code — a number that customs authorities worldwide use to identify goods, apply the correct duty rate, and check for any restrictions or permits required.
In South Africa, SARS uses 8-digit tariff codes based on the HS. The first 6 digits are internationally standardised (the same in every country that uses the HS). South Africa adds 2 further digits for national tariff specification.
The code is hierarchical. Using artwork as an example:
The HS code on your commercial invoice must match what is physically in the shipment. SARS and destination country customs will check. Misclassification — even unintentional — can result in duty recalculation, storage fees while the error is resolved, or formal penalties for repeated non-compliance.

Paintings, drawings, sculptures, engravings, antiques over 100 years old. Generally 0% import duty into SA.

An HS code is a standardised 6–10 digit number used by SARS to classify every product that crosses a South African border. It determines the import duty rate, whether VAT applies, and any permit or certificate requirements. Every commercial invoice for an international shipment must include the correct HS code.
South Africa uses 8-digit tariff codes. The first 6 digits are internationally standardised (identical in all 200+ countries using the HS). South Africa adds 2 further digits for national specificity. Some statistical purposes require 10-digit codes, but 8 digits is the standard for customs declarations.
Yes. Chapter 97 of the HS specifically covers works of art, collectors’ pieces, and antiques. Original paintings fall under 9701, sculptures under 9703, prints under 9702, and antiques over 100 years old under 9706. These codes typically attract 0% import duty in South Africa and in most destination countries. SAHRA (South African Heritage Resources Agency) permits may be required for export of items classified as national heritage.
Consequences range from minor (documents returned for correction, causing delay) to serious (duty recalculation with interest and penalties, goods held at destination customs, potential legal consequences for repeated misclassification). SARS has formal binding ruling processes for complex classifications. For high-value or ambiguous goods, always get the classification professionally confirmed before shipping.
